A study on return to work among industrial injured worker a literature review - Focusing on trends and concepts of the United States

Abstract
Although there is a program for injured workers in Korea, in nature, return-to-work rate of injured workers has not been increased. So, a research of the service delivery system and a suggestion of politic direction are needed through analysis of differences of return-to-work system between Korea and US and of related to re-entry and return-to-work.
The purpose of this study was to suggest a improvement way of service delivery system for Korean injured workers by comparing return-to-work and support system between Korea and US. We used quantitative analysis by reviewing the literature of precede and latest researches and the acts related to injured workers and return-to-work system in US.
According to the research outcomes, there are recommendations for Korean policy and system of injured workers. First, a policy of employment retention for the injuries workers is needed importantly. In US, there is regulation for injured workers according to Americans with Disabilities Act and Family and Medical Leave Act: Employers can not discharge employees who got an injury during medical therapy and fixed period by the Acts. Second, like US system, the private sectors are charged of fund managing, providing fund for employment retention. Therefore, return-to-work program and policy should be developed above retraining and reeducation system.
Third, in a case of US policy of compensation for injury, discharged injured workers get more compensation money than discharged workers without disabilities. Also, the empowerment system is needed for preventing from inappropriate treatment by giving rights to decision for injured workers with capability to work about return-to-work.
Fourth, convenient facilities for injured workers by employers have positive effects as successful return-to-work and positive employment relationship between management and workers. By informing positive aspect of convenient facilities through rehabilitation specialists, rehabilitation counselors, vocational rehabilitation counselors, we should reach out for reducing burden of employers and for increasing return-to-work rate.
